WeCAN Early Intervention Programme - Terms & Conditions

1. Mission of the Programme
  • To provide quality early intervention for young children with autism.
2. Aims of the Programme
  • To develop a scalable intervention package that can be implemented across Singapore and beyond for children with ASD between the ages of 18mths and 6 years.
  • To provide autism specific intervention for young children with the diagnosis of autism, in order to help them gain functional and independent skills for more successful transition.

4. WeCAN EIP Curriculum
  • The WeCAN EIP follows the ARC(S) Intervention Focus Areas.
  • Intervention begins with the base of the pyramid (in a 1:1 context) and works upwards towards social relationships (in a small group learning context).
  • Teachers will work closely with the parents on goal setting and implementation on a regular basis.
5. Individualization of Programme
  • The WeCAN Early Intervention Programme works with each child based on his/her assessed individualized needs. Different methods and strategies may be recommended and employed for each individual child in the programme.
  • An individualised Educational Plan (IEP) is drafted, discussed and agreed upon for each child. The goals and objectives in this document guides all intervention.
  • IEP meetings with parents will be held 2 times a year (typically in January and July). If a child joins the programme between terms, an IEP meeting is called for after the 3rd week of intervention.
6. Family Involvement and Commitment
  • Your child's progress at the intervention programme is largely dependent on the commitment and involvement of the family in carrying out the programme in the home context.
  • All parents are required to sign and adhere to the terms in the Partnership Contractual Agreement upon joining the programme.
  • Parents / Caregivers are expected to attend intervention with the child every session during the onset of the intervention. When children move on to paired work and beyond, parents will be invited to attend intervention sessions 3 times each term.
  • Parent and caregiver involvement in the programme is the most fundamental key to success in the child's intervention.
7. Parent / Caregiver Training
  • The WeCAN EIP provides a comprehensive series of training workshops for parents and caregivers. This is aimed at enskilling parents and caregivers with the necessary skills and knowledge to help the child learn more consistently.
  • All training is mandatory. All parents / nominated caregivers are expected to attend at least 3 compulsory training modules within the first 9 months of the child's intervention programme.
8. Evaluation and Reports
  • Teachers will provide parents with weekly reports on the goals and progress of their children.
  • Parents will receive a copy of a progress report every term (March, May, September and November).
  • A meeting will be scheduled every 6 months (typically in May and November) to review and discuss the progress and transition needs of the child.
9. Attire
  • Children should attend the programme in comfortable clothing. It is advised that an extra set of clothing be brought in case the child needs a change of clothes in the course of intervention.
10. Parent Communication
  • Each child will have a WeCAN EIP communication diary when they commence intervention. Parents should read this diary on a regular basis as teachers will communicate with parents using it. Parents are also encouraged to communicate with teachers using this book.
  • E-mail, telephone and Face to face discussion are also ways by which teachers and parents can communicate about the child's intervention matters. Do allow time for teachers to respond to your e-mail as they are in intervention sessions most of the day.
11. Change of Address and Essential Information
  • Should parents have any changes in contact information and other information about their child (e.g. medication, allergies, diet, etc), please inform the programme staff immediately so that we can update our information data bases.
12. Privacy / Confidentiality
  • Please maintain the confidentiality of all children that you encounter at the centre during your child's intervention programme. This is to protect the privacy and confidentiality of all the children and families in the centre.
  • When you are observing your child's sessions at the centre, please focus on your child and his class. Do refrain from observing other children from other classes. This is for confidentiality purposes.
13. Photo and Video Consent
  • Regular photos and videos will be taken by the teachers and used for progress documentation of the children. This is mandatory.
  • Additional photos and videos may also be taken for caregiver and professional training purposes. Signed consent for the above is greatly appreciated.
  • Should your child be in pairs or groups or class, the teachers might ask you for special permission to include your child specifically for the group photos that are taken to be sent home to parents. We trust that parents will be discrete with these photos as not all parents have given permission for publicity (i.e. please do not show others).
  • No photos or videos of the children or environment are to be taken without the written consent of the WeCAN EIP Principal (This includes photo taking during outings and special events).
14. Security
  • All persons within the premises of ARC(S) must have a valid security pass. This pass is to be visibly displayed at all times while in the premises.
  • Parents will be issued a maximum of 2 caregiver passes for the year. These passes must be worn by accompanying parents / caregivers at all times while in the premises. This includes attendance at intervention, attendance at IEP meetings, progress meetings and Parent Communication Night, etc.
  • Any additional member of the family who visits or attends sessions will have to exchange for a visitor pass at the security office.
15. Parking
  • Parents / caregivers who bring their children to sessions are not allowed to park within the premises. You are encouraged to park at the nearby URA / HDB parking lots.
16. Circumstances when Parents can drive into premises
  • On rainy days, parents are allowed to drive into the school to drop off their children. This may ONLY be done 10 minutes before the start of the sessions. Please ensure that you hand your child over to an EIP teacher when you drop your child off. Do not leave any child unattended at the driveway. You are however not permitted to drive in to pick up your children.
  • When the school contacts you to pick up your child who is ill, you may drive into the premises and pick him/her up from the general office. You are required to inform the teacher / school administrator of your vehicle number so that we can inform the security office to allow entry. Taxis will also be permitted to enter on such circumstances.
17. Parent Participation
  • Should parents / caregivers be requested by the teachers to attend intervention with the child, parents and teachers must come to an agreed time or duration with which the observations or participation is to take place.
  • Teachers will issue a "Parent Participation Pass" to the parent / caregiver during these scheduled sessions. After the observation or participation is completed, parents / caregivers should leave the intervention class / areas and wait for the child or as per arrangement with teacher.
18. External Visitors
  • Should parents receive requests from the child's other service providers to visit the centre, parents should seek permission from the Principal for permission either through the teacher or through written (i.e. letter or email) request. The centre reserves the right to refuse entry to unauthorized visitors.
19. Absences / Sickness
  • Should your child be taken ill, please ensure that (s)he fully recovers before returning to the programme.
20. Accidents / Illness at School (medical consent form)
  • All parents are to sign a medical consent form upon commencement of the programme.
  • Should your child be taken ill or is involved in any accident during the intervention sessions, the teacher will contact parent(s) at the earliest possible time.
  • Our programme staff will take care of the child till the parent or nominated carer arrives to pick up the child.
  • The teacher maintains the discretion to refuse a child entry or request the parent / carer to come and collect the child should she observe the child to be unwell at any time before or during the intervention session.
21. Infectious Disease
  • Should your child fall ill due to any contagious illness (e.g. chicken pox, hand-foot-mouth disease etc), please resume sessions only after your child has fully recovered as certified by the medical doctor. Medical documentation by the medical doctor, such as a formal letter, is required.
22. Medication (medical register form)
  • All medication has to be administered by the parents or nominated carers. The programme staff do not administer any medication. Nevertheless, parents must inform teachers should the child be required to take any medication during sessions or has started or stopped any medication. The teachers will monitor any changes in the child's attention and behaviour during sessions.
  • Teachers are not allowed to administer any medication to the children.
23. Fees
  • Current fees and subsidies are effective from 1 January of the current year to 31 March of the current year.
  • All fees are paid through GIRO (except for the first month of intervention when the GIRO application is being processed).
  • Full fees are to be paid for all 12 months (June and December fees included).
  • Fees are payable for the month in advance and due by the 5th day of each month, failing which a penalty of $25 is enforced. No invoices will be issued.
  • The WeCAN EIP is an approved institution for Baby Bonus. You may obtain application forms (for either OCBC or Standard Chartered Bank) to apply for fees to be paid using the Child Development Account (CDA) of your child.
  • The WeCAN EIP receives a grant from the government for each child served in the programme. The grant is Means Tested (i.e. dependent on the family income of the child). These grants have been used to offset the cost of the intervention programme for every child. To qualify for this grant, parents must complete and submit the Means Testing Application Forms with complete documentation.
  • All fees are subject to change by ARC(S) should there be any changes to the subsidies from all parties (MCYS, NCSS or ARC(S)).
24. Deposit
  • A one-month deposit is payable upon commencement of the programme and refundable upon discharge from programme.
  • No refund is payable if a child is withdrawn with less than one month's written notice.
25. Withdrawal Notice
  • All withdrawals must be made with written notification, giving at least one month's notice.
  • Fees for June and December are still payable if withdrawal notice is given any time (within the month) in May or November. If the child transits naturally to the next placement at the end of each semester, the fees for June and December are also payable. This applies even if there are limited or no intervention sessions during these two months.
26. Subsidies
  • Applications for subsidy must be submitted, complete with all required income documentation. Processing time of about one month should be allowed for the subsidy application.
  • Should any documentation not be submitted within the stipulated time, full fees are payable (with no subsidy) for the first month and subsequent months till subsidy is approved.
  • There will be a review of certified payroll or other financial information in the first quarter of every year to qualify for ARC(S) and government subsidies in that year.
  • ARC(S) reserves the right to adjust subsidy rates with one month's notice, in the event that the grant is depleted or rendered unavailable due to other unforseen circumstances.
27. Attendance and Punctuality
  • Regular attendance and punctuality is requested for all intervention sessions so that your child and his/her carers will be able to fully benefit from the full intervention session.
  • Please be punctual when arriving or receiving children. Please try to arrive 5 to 10 minutes earlier to drop off your child before the start of the session. Do come and receive your child 15 minutes before the end of the session should you wish to speak with the teacher.
  • Should your child be late for the session, please contact the General Office (6-323-3258) to inform the centre as soon as possible. Please report to the WeCAN EIP office and someone will accompany your child to his/her class. Teachers responsible for your child might have to conduct class for the other children in pairs or small groups.
  • Should your child be unable to attend any of the sessions, please contact the General Office (6-323-3258) to inform the centre at least 30 minutes to a day before the session (if possible). There will be no make up sessions if the cancellation is made by the family.
  • If cancellations are made by the centre, the centre/teacher will arrange to make up for the session at an alternative time and date, either as an entire replacement session(s) or as an extension of duration (before or after) of the session.
  • As there is a constraint to the time available for teachers to offer replacement sessions, we ask for the parents' understanding that should the child be unable to attend the replacement session as agreed, there will be no 2nd replacement session.
  • All make up sessions are to be done within the term or term break immediately following.
  • There will be no replacement of sessions if the sessions fall on school / public holidays or special centre events (e.g. school outings, etc).
28. Early Dismissal
  • Should parents or caregivers take their children home before the end of the intervention sessions, they are to inform the EIP office and sign out at the General Office before collecting the child and taking the child home.
29. Transport
  • There is no provision of transport for the children attending the programme. All parents and carers are responsible for the sending and receiving of the children.
  • If parents / carers drive their children to the programme, please ensure the safety of the children when crossing the roads. We strongly encourage the use of the zebra crossing (near the barrier) from the ARC(S) car park to the centre.
30. Newsletters
  • A termly newsletter is published and will be distributed to all parents when available.
  • Parents are to take note of the theme, training events and term calendar as published in the newsletters.
  • This termly newsletter can also be downloaded from the WeCAN EIP website (www.wecaneip.com).
31. Outings and Excursions
  • A term outing is conducted at least once a term (usually towards the last 2 weeks of the term). The purpose of the outings is to generalize the skills learnt during intervention to a different context. It is also part of parent participation.
  • Children will be selected for the outings based on the goals that have been set for them. It will also be determined by the availability of the parent or regular caregiver's availability to attend with the child.
  • Should the child not be able to attend any special centre events (e.g. school outings, etc), there will be no replacement of the sessions.
  • All outings will take place only with signed parental consent.
32. Term Dates for the Year
  • The WeCAN EIP runs four 10-week terms each year (similar to the mainstream primary school calendar). Termly calendars are published together with the newsletters.
